Can someone from abroad buy Polish bonds? Where and how?

A practical guide for foreigners in Poland and people living abroad: purchase channels, documents, brokers, PLN, taxes and questions before opening an account.

Can I buy? Ordinary Polish retail Treasury savings bonds are also available to individual nonresidents. For exchange-listed corporate or Treasury bonds, establish access to the specific instrument through a broker. Eligibility to acquire a bond and an institution accepting your account application are separate steps. Procedure information was checked on 2 October 2026; confirm current terms with the intermediary before opening an account.

Who is this guide for? A foreign citizen living in Poland, a Polish citizen living abroad and a foreign citizen living outside Poland may have different service routes. Citizenship, residence under foreign-exchange law and tax residence are not interchangeable. Tax residence depends on circumstances and, where countries disagree, the relevant tax treaty. Give the bank your actual status; a Polish PESEL identification number or bank account alone does not establish residence.

Where can I buy retail savings bonds? The official PKO BP FAQ directs nonresidents to in-person bond sales points. Pekao also confirms that non-Polish residents can enter the service agreement at a branch, while online contracting is restricted to Polish residents. These are two separate banks: PKO Bank Polski and Bank Pekao S.A. Find a branch providing bond services and confirm your visit; a general online service is not necessarily available to a customer with foreign status.

Which documents should I prepare? PKO BP’s FAQ specifies a passport for identifying a nonresident. Before visiting, ask about service without PESEL, proof of address, a foreign tax identification number (TIN), CRS/FATCA declarations and any tax-residence certificate. This is not a uniform list of requirements for both banks. Also establish whether translations or certification are needed and whether English-language support is available. A tax certificate and an identity document serve different purposes.

What are the retail purchase steps? After eligibility and documents are confirmed, enter the agreement for retail savings bonds, arrange PLN funding, select the series and quantity, submit the instruction and receive confirmation of the purchase recorded in the register. Standard nominal value per savings bond is PLN 100. Before an overseas transfer, confirm accepted sender accounts, IBAN/SWIFT details, costs and arrangements for interest and principal payouts. Do not send funds assuming that any foreign account will be accepted.

Can I do everything remotely? The reviewed sources do not establish a universal first-time online retail purchase route for nonresidents. Using an account while travelling does not mean remote onboarding is available for every residence. Before visiting, establish whether you will have remote viewing, further purchases and early redemption, working authentication with a foreign phone number and withdrawals to the designated account. If you need a representative, confirm the scope and required form of the power of attorney.

Where and how can I buy Catalyst bonds? You need a broker supporting the bond market and specific ISIN that accepts your customer status. PKO BP’s and Pekao’s brokerage arms and DM BOŚ are starting points to investigate; this does not confirm acceptance of clients from every country. With an overseas broker, also ask about the ISIN rather than inferring bond access from access to GPW shares. Confirm documents, remote or in-person opening, currencies, fees and payouts. DM BOŚ’s published postal procedure does not establish availability for every foreign residence.

How do I place an exchange order? After account activation and funding, search by ISIN, check nominal value and minimum quantity, available quotes and documents, then submit an order under the broker’s rules. A quote expressed as a percentage of nominal is usually the clean price; settlement adds accrued interest and commission. A limit price constrains execution price, but low liquidity can leave the order waiting or only partly filled. An issuer’s primary offer is a separate route with its own subscription terms and country-specific investor restrictions.

Which taxes and currencies matter? Do not automatically assume 19% tax and the 81% multiplier. For a nonresident, statutory interest relief for certain listed bonds, a tax treaty, payer documentation and tax-residence-country rules may matter. Interest, discount and sale gains require separate assessment; see “The Belka tax on bonds” for details. Also compare outcomes in your spending currency after conversion and transfer costs. COI and EDO reference inflation in Poland, rather than inflation in your own country.

Are IKE, IKZE and family bonds available? Ministry of Finance material lists residents and nonresidents as eligible to open IKE-Obligacje and IKZE-Obligacje retirement accounts. Account availability does not determine whether your tax-residence country recognizes Polish tax preferences or whether you can use a Polish IKZE deduction. ROS and ROD family bonds require eligibility for the Polish child benefit and compliance with the offer’s rules; a Polish or foreign passport alone does not establish that. Check these products separately.

What should I establish before purchasing? Prepare your residential and tax-residence countries, citizenship, available documents and selected series or ISIN for the intermediary. Ask about the total purchase, conversion and withdrawal costs, minimum order, tax statements and support in your language. Establish exit arrangements: early redemption of savings bonds and exchange sales have different fees, timelines and risks. Also check procedures for changes of address or residence and documents needed by heirs abroad. A bond is not a deposit protected by the Polish Bank Guarantee Fund; issuer and currency risks remain relevant.
